Pioneertown Motel Expansion

Anyone know about this project now under review @SBC Planning “ A MINOR USE PERMIT TO EXPAND THE EXISTING PIONEERTOWN MOTEL TO INCLUDE MERGING THREE (3) PARCELS, THE CONSTRUCTION OF FORTY-SEVEN (47) CABINS, A BUNKHOUSE, HORSEBACK RIDING FACILITIES, A DAY SPA, AN OUTDOOR POOL, RETAIL BUILDINGS, A 2,995 SF RESTAURANT, AND A 3,447 SF GUEST-ONLY EVENT VENUE IN THE SPECIAL DEVELOPMENT-RESIDENTIAL (SD-RES) LAND USE ZONING DISTRICT; 3RD SUPERVISORIAL DISTRICT; PROJECT NO.: PROJ-2020-00077; APN(S): 0594-212-30, -29, -28 AND -27”

A “Minor Use Permit” is one that “ A Minor Use Permit is a low-cost Use Permit that provides regulation over specified land uses that may have certain limited impacts, but do not require a full public hearing process.”. Anybody have a problems with this??? I do!

Good News after concerned Pioneertown/Rim Rock/ Pipes Canyon citizens called the County of San Bernadino County Planning Office…It appears that the project’s permitting process has been changed from “Minor Use” to “Conditional Use” good news…The project will require a Planning Commission Hearing. Will confirm this situation. I have contacted the SBC Planner, asked for schedule, process, and public records pertaining to this project.

I will follow up with facts and information as they become available.

Yes! I have read the entire Pioneertown Community Plan and the County Wide Plan.
Trying to get information together so people can have an informed voice on current and future projects. Resources are limited in the high desert and we all have to work together to be able to sustain our quality of life and respect the environment.

I don’t believe anything z107.7 says. When we had the fire evacuation WARNING, Z107.7 published wrong info and we are all ticked (we had a better word) off. Please keep me on your email list. I live in Pioneertown and am upset about this expansion.

Will update as soon as we have solid information about the project. Permit was applied for in March 2020.

Notice was posted today for a Public Adoption Hearing/Planning Commission meeting on September17, 2020 at 9am for a hearing and review of the Countywide Plan and related documents. More info and links at countywidplan website

Magda Gonzalez the SBC County Planner for the Pioneertown Motel Expansion has provided information about the proposed project. Her email is Magda.Gonzalez@lus.sbcounty.gov

I will add links to the documents as I receive them. The project has been changed from a “Minor Use” to a “Conditional Use” Permit which will require a SBC Planning Commission Hearing (as opposed to an Administrative Hearing). Hopefully I will get the documents ASAP so that we all can review them and provide informed public comment about the project.

Here are the questions I posed and here are her answers:

1.My understanding is that this project has now been changed from a “Minor Use Permit” to a “Conditional Permit” Is this true?? Answer “Yes, the application has been elevated to a Conditional Use Permit.”
Could you send me a link which shows the SBC County Development process for these two permits? And what conditions would kick off a new Development Process (CEQA)?
The Pioneertown Community has been left in the dark about this project.

  1. I would like to be notified of any further Planning meetings, community meetings, Notice of Project, Negative Declarations, or the release of any other publicly available documents related to this project. We have distributed project notices to the surrounding property owners within the prescribed radius of the Development Code.
    Answer: I will include you in the list to be notified of documents and meetings associated with the project including the Notice of Availability/Notice of Intent for the environmental documents and hearing notices.
  2. I would like to review the Project Notice, Site Plan and Studies that were provided to Agencies for review as part of this project. Do I need to submit a Public Records Request or schedule an appointment with you?
    Answer- “I have included the Project Notice and Site Plan for you to view. I will send you the studies are different attachments they are too big to send in one email.”
  3. What is the time frame for the review process by outside Agencies? 30 days?? or what?
    Answer- “Agencies have 10 days to review but it typically takes longer to receive their comments; comments are accepted and reviewed throughout the process”.
  4. Can the public provide comments at the same time as these agencies? If yes then how do we do this and when is the cutoff for public comment?
    Answer- “You can submit your comments to me, we accept comments throughout the review process.”

I have received copies of the proposed Pioneertown Motel Development Project from SBC Planning-The site plan and Project Information. Note that the project has been changed from a “Minor Use” to a “Conditional Use” Project which will now require a full SBC Planning Commission Hearing rather than an Administrative approval. The time for Public Comment has been extended from September 3. I have also requested additional project information and will make these reports available so check back on Pioneertown Locals frequently.

The plan shown in detail is actually well done. My only concern would be the two story profile of the “bunkhouse” as being out of place for it’s proposed location. I thought the motel itself was a great improvement and tastefully thought out. Another concern that is always an issue will be traffic and parking.
